When trying to reopen a tab, you probably never want to reopen an empty tab that you opened previously.
i suggest ignoring these start pages from the reopen tab stack
right now, these start page tabs already don't show up in history, so i think that they also shouldn't show up in the recently closed tabs
this makes it a bit cleaner when looking in reopening tabs, especially the right click to show recently closed tabs feature
