PDF downloads don't work

1. Click download button on website
2. Orion opens new tab with offer to Download the file, showing the correct filesize
   
3. Click Download
4. The download quickly finishes
5. Open Downloads menu, the file size is 25KB for all PDFs and the file is unusable
   
   Inspecting the contents of the file I find HTML inside. So it's downloaded the web page instead of the PDF.

The downloaded .pdf file to contain the PDF.
