Dragging .webloc file to folder in the dock doesn't work.

In Safari, a user can easily create a .webloc file from the URL bar to a folder on the Mac OS dock.

This is distinct from these prior bugs [1, 2, 3].

Dragging from the url bar to a dock folder to save a .webloc file, similar to how it works for saving to a folder when dragging to it in a Finder window.
