Notifications misuses setting when adding allowed sites

To reproduce:

1. Go to Preferences > Websites > Notifications.
2. Add a site, eg., Discord and choose Allow.

It will then save it as 'Ask' instead of Allow.
Only works when you edit it after adding a site.

It happens regardless of what the default setting is for all websites.

A clean profile did not fix it.

Choosing Allow should say Allow.
