Autoplay doesn't work when set to Allow All

I often see a media play button on autoplay mp4 components embedded in sites. Even with the sites on compatibility mode and extensions off, i can't get this to function properly.

Desired functionality is for these elements to play. Comparison with Arc. Play button in Orion is non functional/clickable.
