When using Preview to open link from another app it opens the full browser window unless Orion has already been launched

When I set Orion RC to be my default browser in MacOS but exit Orion, and then click a link in a 3rd party app (like in Slack for example), it opens normal Orion browser window instead of the Preview window.

I would expect it to open Preview window regardless of whether Orion had been previously opened or not.
