The problem is, when there is an id internal hyperlink in the address bar, that internal link is priotised over the current scroll position, so if you click an internal hyperlink, scroll somewhere else, then reload, then that hyper link's position within the webpage is priotised. That should not be, and instead your scroll position should be priotised.
The caveat here is that Safari and Chrome as well priotises the internal hyperlink over your own scroll position, so this perhaps is intended behavior.
