This doesn't match the behaviour of other popup windows in Orion and makes it difficult to close extension popups on larger devices.
The idea was for them to behave like the new email sheet in Mail app where if you swipe them to half they bounce back but we didn't seem to implement the ability to close them fully by swiping all the way down.
