Start Page folders have a stuttering/repeating animation

Steps to reproduce:

1. Create a favorites folder
2. Add some links to it
3. Open a new Start Page
4. Open the folder
5. Pay close attention to the folder opening animation

Expected result:
The folders should open smoothly and display their contents without stuttering.
