Tabs pane is not visible upon switching workspaces

I did the following:

1. Open workspace X
2. Open a few new tabs
3. Cmd+tab to a different window (might be required)
4. Cmd+tab back to orion
5. Switch to workspace Y
6. Open a few tabs via "open link in a new tab" (here, I used a trackpad shortcut via BetterTouchTool which does a middle click eventually)
7. Observe the opened tabs are not visible
8. Switch to ws X and back to Y
9. Observe that now the previously opened tabs in step 6 are now visible.
