I want this too, to be an option i can toggle. I hold the iPad from the bottom, the on screen keyboard is on the bottom, and it is very annoying to move my had to the top to reach the address bar, where my fingers block the address bar as I am touching it. I also miss the swipe up on address bar to close tab that I have on iPhone. It would also be nice to have an option to move to the bottom only when i am not using the Magic Keyboard or other external keyboard.
