Window switcher not showing saved windows from a private window until a non-private window is opened

1. Set up Orion to load into a private window at startup
2. Save a (non-private) window as a saved window.
3. Close Orion fully
4. (Below is recorded in enclosed video) Open Orion
5. Use window switcher in toolbar (in private window)
6. Notice no saved window in switcher (in private window)
7. Open a new window (non-private)
8. Switch to private window, and notice the saved window shows in the switcher now.

I imagine that saved windows should appear in the switcher from a private window, even before opening a regular window.
