1) Select "Show Reading List..." In the menu, either via mouse or keyboard shortcut
2) Bookmarks Panel will open

It should be the Reading List Panel that opens.

        Didn't see it mentioned anywhere in the patch notes but this seems to be fixed for me in Version 0.99.126.4.1-beta.
