Selecting "Tabs" in the left pane menu should not switch "Show Tabs" setting from "On Top" to "On the Side"

Open left pane
Select a non-tabs menu, e.g. "windows" or "bookmarks"
Select "tabs" menu in left pane

The horizontal tab bar "On Top" should not disappear and the option should not automatically switch to "On the Side," I would like to see tabs both in the horizontal tab bar and in the left pane simultaneously.

Gene Orion does not allow to have tabs both horizontally and vertically. Why would you want that?

Because I want horizontal tabs but I need to use the vertical left pane to see them all once they overflow. I do not want to use vertical tabs.
