Desktop-only bug reports are unable to be submitted

Steps to reproduce the issue:

1. Create a new Bug Report
2. Check the [x] Occurs on Desktop checkbox
3. Select your macOS version
4. Attempt to submit the report
5. Notice that clicking the submit button does nothing
6. Check the [x] Occurs on Mobile checkbox
7. Notice that when the What version of iOS are you running? dropdown menu appears, it already has the red This field is required text
8. Submitting a bug report is now possible

Expected behavior:
It should be possible to submit Desktop only bugs.
