Redesigned report form isn't intuitive on mobile

What happened? How did it happen? What are the steps to replicate the issue.
Following the report form redesign, the attach image/video button and some formatting buttons are borderline hidden on mobile. This is mainly due to the horizontal scroll bar being hidden, making it nearly impossible for a new user to know where to look.

What did you expect to happen? Describe the desired functionality.
The formatting options should be in two rows on narrow (i.e., mobile) screens:

I was going to make a post about this but you beat me to it. The toolbar should definitely drop down to a second row so the attachment upload button is immediately visible.
