Toolbar auto hides while mouse in on changing window

Steps to reproduce:

1. Disable 'Always show Toolbar in Full Screen' in the View menu
2. Move the pointer to the top to show toolbar and click on the window name to change the window
3. Move the pointer to the window changer dropdown and the toolbar auto hides, closing the dropdown

Expected behavior:
The toolbar should not hide until one of the options in the dropdown is selected
