Steps to reproduce:
go to a wikipedia page and try click on the language drop down menu on the top right corner.
Expected behavior:
the drop down menu opens and you can choose from the languages

This is a WebKit bug which is also present on the latest Safari TP. I have reported it here https://bugs.webkit.org/show_bug.cgi?id=262358.
I encounter this recently. That language drop down work most of the time, then suddenly stop working, even after restarting Orion. Then it will suddenly fix itself
