Safari 17 and Orion both allow installing sites as PWA. Is there a difference in functionality (or anything else) of either PWA? (Eg. extension support, api support, etc.)

    joystmp Orion has much more robust support both from the standpoint of the web app implementation and the number of options you have at creation. The exact list is probably a job of the documentation and I challenge you to do that after comparing it for yourself 🙂
