IPhone 15 Pro Max iOS 17.0.2 - App not opening

Install app from iOS App Store -> Open app . Attempt to use in app settings menu, or + (add tab), or tab switcher

Expected behavior:

Should open to landing page or allow interaction with buttons within the application

I ended up disabling iCloud Private Relay which led to a resolution.
