Clicking on the menu bar or the window button and then tapping the up or down arrow keys causes infinite scrolling

Steps to reproduce:

1. Click on the side bar or the window button
2. Press the up or down arrow key (don't hold)
   The page starts scrolling infinitely even if you are not pressing the arrow key
