Steps to reproduce:
The tab overview layout acts a little unstable while i am resizing the window. I think the pattern I am seeing is: if you start with 4 columns in tab overview, you can drag the upper right corner to resize the window and make the window smaller, during this process, there is a stage where the 4-column layout changes into 3-column layout, and if you stay in this layout without further reducing the window size, it will stay as 3-column even if you change the window size to its orginal (larger) size. It will also stay as 3 columns when you toggle between a single tab view and the tab overview.
the only way to revert this change and make the tab overview showing 4-column layout is to further reduce the size of the window in tab overview and up until a point the layout changes into 4-column layout or 2 or even 1-column layout and you drag the window back into its full size, it will go back to become 4-column layout. Pretty strange.
Also, it seems like if there are less or equal than 8 tabs open, this issue won't happen.

Expected behavior:
A smooth transition between 4-column, 3-column and 2-column layout while resizing the windows. Here is a reference from Safari:
I think you can also consider eliminating the 2-column and 1-column layout in Orion and only keeping the 4-column and 3-column layout since too much change in layout is not neccessary and it also causes more instability.
