Cannot suspend a tab with a toolbar button or help menu. Only through pointer-based interfacing.

Steps to reproduce:
Try to suspend a tab using the help menu. Command+shift+/

Expected behavior:
l
It will suspend the tab without being focused on the content simultaneously. For both the command toolbar button, and help menu typing.

Was able to reproduce, for some reason it is grayed out when going through help
