Unable to select "Hour of day to send digest"

Steps to reproduce:

1. Visit orionfeedback.org -> Settings
2. Select preffered time to receive digest
3. Error appears and doesn't save hours

The issue also appears in Compatibility mode and in other browsers (Safari + Arc)

Expected behavior:
You can select hours to receive digest and save the settings.
