The option for flagging an issue doesn’t appear after refreshing a page

From the forum homepage, navigate to any report listed.
Press the … button at the top right
Notice that all 4 options are displayed
Refresh the page
Press the … button again
Notice that there are only 3 options, and flag is not one of them
Upvote the post
Un-upvote the post
Press the … button again
Notice the flag button appears again
