Download icon should remember its place / have option to stay in Toolbar

The downloads Toolbar icon currently disappears if the downloads list is cleared

And then it reappears when a download is started

When this occurs the toolbar's arrangement shifts jarringly

Additionally, it does not remember where it last was in the Toolbar

On my Orion, it has annoyingly decided to put itself between DarkReader and Bitwarden

The icon should:

Remember it's place in the Toolbar when it disappears and reappears
Have an option to stay in Toolbar even if the downloads list is cleared

Sorry if this is kinda like two suggestions in one.

After a file is downloaded, or there is a download history, there is an icon.
But, this icon is again removed when the download history is cleared.
This is confusing to the user, and prevents the user from being able to customize the location easily, using the Customize Toolbar... option.

Brief Summary
Currently, the download button (when it appears) seems to pick its own spot to land on the toolbar. I am requesting to make the download button location a configurable option so that it always appears in the same (user chosen) spot.

Details:
I would prefer that the download button appear near the URL bar or off to the right side of the browser window, but currently the download button appears between the rest of my extensions I have installed. For consistency, I believe the button should be configurable so we can chose where it is expected to open
