Brief Summary

Like the option in Safari, AlwaysShowTabBar shows the tab bar even if there is only a single tab open in a window.

turbo View -> Show Tab Bar or you thought something else?

Looks like Safari renamed this to Always Show Tab Bar and made ia checkmark which we can do too.
