Steps to reproduce:
Click a link in any app (other than Orion) while New Tabs Open With is set to home page rather than start page. The home page opens. Not the clicked link.
Expected behavior:
The clicked link should open. Works right when New Tabs Open With is set to start page. And worked right with New Tabs Open With set to home page in prior version of Orion iOS.
