Adding #page=xx to a PDF URL does not open to the "xx"th page

Steps to reproduce:
Navigate to a PDF URL with #page= appended. The PDF opens to the first page.

E.g., https://docs.fcc.gov/public/attachments/FCC-17-43A1.pdf#page=41

Expected behavior:
I expect the PDF to open to the page after #page= (as it does in Arc, Safari, and Firefox)

Orion, OS version; hardware type:
Version 0.99.125-beta (WebKit 616.1.22)
MacOS Ventura 13.5

Consider a PDF file at https://example.com/example.pdf. On Safari, Brave, and Firefox, navigating to https://example.com/example.pdf#page=10 will jump you to the top of the 10th page. This behavior does not seem to be present in Orion.

QuittinTime25 for temprary workaround, you can try disabling PDF.js feature and use buil-in PDF viewer to acheive Safari like functionality.

We will look into the PDF.js implementation to match this requested behavior in the meantime. 😃
