Brief Summary
When multiple tabs are playing audio, opening the context menu on one of them only shows 'Mute This Tab'. For consistency it should still show the 'Mute Other Tabs' items.

For complete reference here is every combination of tab audio context menus I could think of, of which the last two show the issue:

Only Selected Playing:

Only One Non-Selected Playing:

Multiple Non-Selected Playing:

Vlad Safari doesn't offer a 'Mute Other Tab' option in tab context menus (which makes sense to me), instead only including it in the menu bar under Window, same as Orion. In the menu bar it does correctly enable "Mute Other Tabs" if other tab(s) are playing audio regardless of whether the current one is or not:

No other tabs playing (both when the current tab is and isn't playing audio):

One other tab playing audio when the current tab is not:

Multiple other tabs playing audio when the current tab is not:

(A little pluralisation inconsistency on their end that is not a big deal at all: if the current tab and one other tab are playing audio the menu item still reads "Mute Other Tabs" when it should be "Mute Other Tab" – looks like they're counting the current tab in the pluralisation total.)
