New RC always shows WebApp title, even if the setting to show title bar is toggled off

Steps to reproduce:

1. Install Version 0.99.124.4.4-rc
2. Create a WebApp, I'll use Hacker News as an example
3. Open the WebApp
4. Notice that the title of the window is always shown
5. Toggle on the title bar, notice that it works as expected
6. Toggle the title bar off, notice that the title of the window is still shown

Expected behavior:
The window title should not be shown when the title bar is toggled off. Having it always show causes it to overlap with WebApp content and making the top of the window a confusing mess.
