Steps to reproduce:

The file begins downloading and the play button constantly flickers between pause and play. Once the play button stabilises, it takes about a minute before I can play the audio and when I do, the beginning of the file doesn't play the first time round. I have solid, gigabit internet and the connection is fine.
Interestingly, it works flawlessly in Orion while screen recording and plays immediately (so I can't evidence this)! The response code is always 206 so it's not being cached.
Works fine in Safari. Exhibits the same poor behaviour with compatibility mode enabled.
Expected behavior:
The file to play after a short period of buffering.
