Steps to reproduce:
When clicking a link to open Orion (which is not running), the link is opened in the second tab, with the first being a blank Untitled page (I have my settings to open Orion / new tabs as blank).
Expected behavior:
I'd expect if no tabs are open and Orion is not running, then a link should be opened as the only tab.
