Steps to reproduce:
- Open a page that is long enough to need scrolling in Orion on iPad
- Scroll to cause the toolbar to collapse
Expected behavior:
The toolbar should collapse in sync with the scroll, and the webpage contents should continue to scroll in sync with the touch. Instead, the toolbar collapses at a faster rate than the touch (e.g. collapses 2px for every 1px scrolled) which in turn causes the page itself to scroll at that accelerated rate until the toolbar has finished collapsing (and the reverse happens for scrolling down and causing the toolbar to re-expand).
This issue does not occur on iPhone – only for the larger iPad toolbar.

Here is a demonstration using the Apple Pencil to make it clearer where the touch point is, showing the page jumping up and down not following the Pencil while the toolbar is expanding & collapsing, but then scrolling correctly after the toolbar has finished collapsing:
