the problem is also on mobile.
Orion on both mobile and desktop treats "suggestions" kinda like "Siri suggestions"
Its also a bit confusing that a suggestion can both be a suggestion for a website link and for a search.
On Safari Mobile the just call it Search which is more clear. Desktop Safari calls it the same as Orion. ("Seach Engine" Suggestions)
The functionality of being able to go directly to a website without having typed everything in is nice to have tho, and since Orion doesnt have Siri Suggestions. that would go away if this got "fixed"
I would suggest first of all changing the wording so its more clear.
And then duplicate search suggestions that are full websites (since Orion allready detect them) , so they show up in both search section and website suggestion section. So you can acces them both as a search and as a website

Add a section that is called "Search engine name" Website Suggestions
That duplicates the search results that are URLs and brings you directly to the page (Like orion currently do with search suggestions that are URLs)
Replace "Search engine name" Suggestions.
With
"Search engine name" Search Suggestions
