Can't reopen location bar after escape in focus mode on new empty tab page

Steps to reproduce:
Change settings to "Open new tab with empty page"
Enter focus mode
Open a new tab (cmd-t)
Open the location bar (cmd-l)
hit the escape key to close the location bar (esc)
Try and open the location bar again (cmd-l)
Notice that the location bar doesn't open.

Expected behavior:
I would expect the location bar to open and close n times when I open from a new tab page.

Version 0.99.124.1-beta (WebKit 616.1.10)
