Not sure if this is a bug or functionality limitation, but I will report as a bug as it is not currently obvious how to use this feature.
Using Youtube Native Web App as the example, it is only possible to maximise/reduce size of the window by double clicking the space between the Green "Enter Full Screen" button and the Home Icon button.
It would be better to allow you double click anywhere at the top to achieve the same effect.
