Programmable Buttons dont work in Overflow Menu

Steps to reproduce:

There seems to be several problems with Programmable Buttons and Overflow Menu

Try to add Programmable buttons to Overflow menu, the button will not work as a button after if dragged there from toolbar, you just get options for it:

If you try to create a new one by draggin Programmable button from Customize Toolbar, you cant edit the button:

You can only add 1 Progammable button from Customize Toolbar:

Expected behavior:

To work like other buttons inside Overflow Menu

Dont think this is done, i can still not use the buttons I dragged to overflow menu.

I just get the right click menu where i can edit it. that pops out automatically. i dont think the arrow should be there with the auto pop out. most times you dont want to edit the button
