not sure how I thought to be doing this now and hence discovering this unusual bug, but after realizing I could repeat it easily I had to ask anyone else if they could indeed confirm this too for vlad?
(my preference for a new window/tab is a blank page yes, just so you knew)
steps;
open orion to a new window and perhaps have whatever website you want in the first/new tab,
minimize your window to the system dock,
ask for a new tab (command-t or file>newtab, both are same),
and then un-minimize the orion window from dock
observe now how its a new tab even although the tab bar still only shows one for the first-tab website you had in question, almost looks confusing to your poor head
but wait before you bash your head .. create a new tab [again] and now the tab bar is working correctly leaving you with 3 tabs in all (the website and two empties)
p.s I will admit that it does look like the tab is 'not raised' in the second screenshot compared to in first but still I don't think many users might notice that
