Exiting Focus mode doesn't restore sidebar/tabs

Steps to reproduce:

Open several tabs.
Switch to Vertical Tabs Sidebar.
Enter Focus Mode.
Exit Focus Mode.

Expected behavior:
GUI chrome including Vertical Tabs Sidebar should reappear. Instead the sidebar and tabs are hidden.

Orion, OS version; hardware type:
Orion Version 0.99.123.3-beta (WebKit 615.1.16.1)
MacOS 13.2.1
