History gets saved from when the history is disabled

Steps to reproduce:

1. Disable History in settings

2. Search something up

3. Click the history button on the toolbar

4. You should see the history saved there

Did you try using a clean Orion Profile?

If applicable, does Safari behave in the same way?
No

Expected behavior:
Nothing should show up like in previous Orion versions
