Toggling bookmarks bar changes background color on start page

Steps to reproduce:

go to start page
toggle bookmarks bar (cmd-shift-b)
observe different colors

Expected behavior:
color stay the same

Orion, OS version; hardware type:
Version 0.99.123.1.1-rc (WebKit 615.1.16.1)
MacBook Pro (macOS Ventura 13.2 build 22D49)

no, when compact tabs are ~~enabled~~ disabled

when compact tabs are enabled, the ui is a bit different, but that's because when there is no bookmarks bar, only the address bar is distinguishable from the rest of the page, which is not what orion does

can't reproduce anymore.. weird. I'll try to figure out when it happens
(also, the dark color seems to be the color of an inactive tab)

i can reproduce again.
steps to reproduce:

have vertical tabs enabled and bookmarks bar hidden
hide vertical tabs. (now u cant see ur tabs anywhere)
open new window
open sidebar (to show your vertical tabs)
toggle bookmarks bar

btw, i have customized the shortcuts.
shortcut for toggling vertical tabs: cmd-ctrl-v
shortcut for opening/closing sidebar: cmd-ctrl-s

(these steps also cause the bookmarks bar items to be shifted over.
