Website settings button becomes disabled after editing toolbar

Bug Report

Steps to reproduce:

1. Open two tabs: blank page and some website.
2. Go to blank page and start customizing toolbar: for example, remove/add some items
3. Save changes and then go to other tab with some website
4. Website settings button become disabled

Expected behavior:
Website settings button should be active, even after toolbar customizing.
