Steps to reproduce:
- Turn on low power mode
- Open a tab that has long content
- Scroll down
- Switch tabs and then wait for the first tab to suspend
- Activate the suspended tab
Expected behavior:
Scroll position of re-activated tab is the same as it was prior to suspension
Actual:
Tab scroll position is at the top
