Steps to reproduce:
- Open a local html file in Orion, this is my example:

<a href="https://www.2.com"><p>Link 2</p></a>

<a href="https://www.4.com"><p>Link 4</p></a>Use the "Export as PDF..." option in the File menu
The page is saved as a PDF that looks the same as rendered, with most links working. However, if there are more than two links in a sequence, it will remove the the third link and just leave the text. The fourth link works. Tested is in MacOS preview and Safari.
Expected behavior:
I expect all links to function.
