Steps to reproduce:
iPad M1, external standard apple bluetooth keyboard, generic mouse, and active with external monitor.
Expected behavior:
Command + T should open 1 tab (instead it opens 2) and it should make active the address bar for typing (instead user has to press command + L to activate address bar OR has to go to mouse to click address bar)
Command + R should reload active tab (instead it re-opens current tab in new tab)
