Steps to reproduce:

  1. Start a fresh session
  2. Open Private Window
  3. Switch back to Normal Window
  4. Extensions bar gets duplicated

For each new Private Window, the bar duplicates one more time

Expected behavior:
Extensions icons should remain in place

Orion, OS version; hardware type:
0.99.121.1-beta, MacOS 10.14.6, MBP 13"
