As a beta user of iPadOS and iOS 16, I've experienced the usefulness of having start pages that are specific to Tab Groups (or named windows as they're also known in Orion). The feature is described on Apple's Ventura preview page:

Tab Groups have dedicated start pages that you can customize with a background image and favorites.
Would be a great addition to Orion.
Vlad, apologies for the lengthy delay. Here's some visuals featuring Tab Group start pages. Note that since I am not a macOS beta tester, the images come from Safari on iPadOS 16.1, however the feature is identical on both platforms. The start pages also sync to iOS.
Here is my "standard" tab group — the base one that doesn't sync to other devices. Note that it has a set of Favorites as well as its own background image.
Here is my Travel tab group showing an areas for Travel Favorites, currently empty. Below this section is the general set of favorites shared by all tab groups. Note the background image of the Travel tab group is unique.
Finally, here is my Work tab group showing unique Work Favorites only available within this tab group. Note the unique background image.
Here is a screenshot of the settings dialog for the Edit button on the tab group start page with options to sync the customized start page across devices, including Tab Group Favorites and Recently Closed Tabs using iCloud.

It would be great to have different bookmarks for different saved windows, like Safari does for tab groups. So, I won't have my main window spammed with plenty of bookmarks, but I can separate them into each of my saved windows.

in safari, the bookmarks are stored in a special folder called "Tab Group Favorites", and a folder for each tab group is created. you just choose to put the bookmarks in there.
additionally, in start page, there would be customization options for showing tab group favorites

When you enter your Tab Group and want to save website as a bookmark you will see this options:

I think safari’s way of handling bookmarks with tab groups by having bookmarks for just specific tab groups makes the new tab screen a lot cleaner and makes safari preferable aesthetically. also safari’s new ui icons make it also look cleaner
So in the first image with safari there is a top line with bookmarks for the tab group I'm in.
While Orion's new tab appears messier and not as new and clean as safari due to lack of new UI elements and also lack of safari's new options added in macOS Ventura
