Steps to reproduce:
Visit a page where you can scroll using scrolling gestures.
Press the down cursor key on the keyboard.
Expected behavior:
The webpage should scroll down a small amount.
Actual behaviour
Mostly, nothing happens. Sometimes, the page jumps by a large amount.
