Typo in the title I meant "You CAN'T ..."

Steps to reproduce:
Try to set up a custom search engine, you're forced to enter something as the suggestions URL. Even if you later delete the suggestions URL, you can't make changes to the actual search URL. It looks like you can and the window closes itself, but no changes are made.

Expected behavior:
No suggestions URL being needed to set up or change a custom search engine

    We should make the suggestion URL have (optional) label and fix edit the search url field.

      Steps to reproduce:

      1. Open preferences (⌘-,).
      2. Select the "Search" tab in the preferences window.
      3. Click on the Manage button next to the search engine drop down.
      4. In the popover that appears, click the + button near the lower left.
      5. In the popover that appears, enter text in the Name field, and the Search URL template field, but leave the Suggestion URL template field blank.
      6. The Save Engine button remains inactive (greyed out) unless anything is entered in the suggestion URL template field.

      Expected behavior:

      • It should be possible to define a search engine without filling in the Suggestion URL template field (not everyone is using search suggestions).
      • The Search URL template field should have a check whether its value does actually contain a %s.
